HEALTH AND SAFETY POLICY

1. POLICY STATEMENT

Nimabel Aviation Services is developing its Safety, Health and Environmental (SHE) Management systems to facilitate cutting edge equipment and develop industry leading equipment and services - these will not be achieved without high standards of SHE management, demonstrable leadership and the personal commitment of us all. Our SHE Management systems have developed and improved significantly over the past few years with many new and experienced operators and codes, actively sharing learning from incidents, new SHE developments and better understanding of SHE performance - injuries, near misses and hazard accident identification and prevention. A review of our standards, processes and procedures, give assurance that we are moving in the right direction - however we cannot afford to be complacent - even maintaining current performance will require management leadership, continuous improvement and constant vigilance from us all. Our standards of Health and Safety management will require us to:
1. Believe that all injuries, incidents and near misses are preventable, but recognise that we are human, cannot anticipate all eventualities and can make mistakes, and that we should investigate and extract without blame key learning to minimise the potential for recurrence;
2. Ensure absolute clarity of Health and Safety responsibility for all activities, and that those responsible for the Health and Safety of others understand and execute these responsibilities for staff and our clients, maintaining our standards of Health and Safety;
3. Reinforce, at every opportunity, the responsibility of staff to take reasonable care of their own health and safety and for the health and safety of others who may be affected by their activities.
4. Comply with, and as appropriate exceed, the spirit and letter of Health and Safety laws and regulations of the facilities in which we operate, adopting the accepted best practices of comparable organizations.
5. Ensure the Health and Safety implications of our activities are understood, where appropriate using Risk Assessment to review the implications and implementing the sensible controls necessary to minimize the risks so far as is reasonably practicable;
6. Deploy a coherent Council wide Health and Safety Management System defining clearly the responsibility for its implementation through line management and competent staff, reviewing the effectiveness of its implementation through audit and inspection and maintaining its effectiveness in the light of legislative change;
7. Provide sufficient resources and training to ensure that the potential for injury and occupational ill health are minimized so far as reasonably practicable; and
8. Understand and communicate openly the Health and Safety performance of the Company with staff, and our clients representatives, using the information to drive continuous improvement in Health and Safety performance.

2. OVERVIEW

It is the policy of the Nimabel Aviation Services Limited, to provide and maintain, so far as is reasonably practicable, safe and healthy working conditions, equipment and systems of work for its staff, together with effective management of Health and Safety risks.
The 'duty of care' for health and safety includes responsibility for staff whilst travelling to and working at non-Nimabel sites in Nigeria and other West African countries where Nimabel covers for its partners. At such sites NIMABEL staff shall follow the site's local rules with respect to health and safety. In such circumstances NIMABEL management maintain a responsibility to ensure that the procedures followed afford equivalent protection of individual health and safety, and that, so far as reasonably practicable, staff are not placed at greater risk by working at non NIMABEL sites compared to similar work at a NIMABEL site. NIMABEL accepts its responsibility for the health and safety of others who may be affected by its undertakings such as visitors and facility users from other organizations, clients and, where appropriate, the public.

3. RESPONSIBILITIES

3.1 NIMABEL, Chief Executive and Directors

Nimabel Council is ultimately responsible for the health, safety and welfare of all NIMABEL staff and for the health and safety of visitors to NIMABEL sites and others who may be affected by NIMABEL's activities. The Chief Executive exercises this responsibility on the Council's behalf and has statutory and common law accountability for NIMABEL's compliance with legislation and for resolving any conflict which may arise between the demands of Health and Safety and the demands of Council operation. The Chief Executive will ensure that arrangements to fulfil this responsibility are established, operated effectively, monitored and reviewed, and continuously improved in the light of experience and external best practice. The Chief Executive is also responsible for ensuring the provision of adequate resources to implement this Health and Safety policy. The Chief Executive shall appoint responsible persons for all NIMABEL sites, with responsibility to monitor and overview safety performance at that site, to monitor the implementation of Health and Safety policy, including the effectiveness of local emergency procedures, and to bring to the Chief Executive's attention the need for any action to improve Health and Safety performance. These persons have no general line management responsibility for site safety except for staff that report directly to them. Responsibility for operational Health and Safety is delegated to the Directors and through them to managers, see 3.2.

3.2 Managers

All managers, including Directors, Group Leaders and Project Managers, are responsible for the health, safety and welfare of the staff within their control, and for the health and safety of their visitors, facility users, clients and others. This includes responsibility for the health and safety of staff whilst travelling from and working at non-NIMABEL sites in the Nigeria.
The principal Health and Safety responsibilities for managers are:
1 Establishing the Health and Safety culture of their areas;
2 Leading by example in demonstrating through their acts and decisions good Health and Safety practice;
3 Identifying and controlling hazards in their work areas using risk assessment;
4 Ensuring that staff are adequately trained and instructed to carry out their work in a safe manner through the provision of appropriate information, instruction and training, as appropriate nominating suitably competent persons to undertake specialized activities;
5 Implementing the Health and Safety standards and controls documented in the NIMABEL SHE management system, legislation, approved codes of practice, etc;
6 Providing adequate supervision to control work and the working environment, and appropriate protective equipment to maintain safe and healthy work standards;
7 Investigating injuries, incidents and near misses in their areas identifying and introducing measures to minimize the likelihood of their recurrence and actively involving staff in this process to improve Health and Safety arrangements and performance; and
8 Ensuring the routine monitoring of all Health and Safety management activities through audit and inspection reviewing overall Health and Safety performance.

3.3 Staff

All NIMABEL staff have a duty to take reasonable care of their own health and safety and for the health and safety of others who may be affected by their activities.
The principal Health and Safety responsibilities for staff are:
1 Working safely and efficiently at all times, assessing the Health and Safety risks in advance of personal exposure to themselves or others and implementing controls to minimize the risk;
2 Where possible preventing unsafe actions or refraining from undertaking unsafe action;
3 Using the protective equipment provided for any activity in the proper manner;
4 Implementing the NIMABEL Health and Safety management system following all relevant instructions, procedures, codes, guidelines, etc.;
5 Reporting to their immediate line manager, and Health and Safety advisors, incidents, injuries and near misses, and any matter likely to present a danger to their health and safety or the health and safety of others;
6 Assisting in the investigation of injuries, incidents and near misses with the objective of understanding root causes and introducing measures to minimize the likelihood of their recurrence; and
7 Co-operating, and consulting, with their management to continuously improve Health and Safety standards and performance, and sharing best practice between NIMABEL site
